The warden of Penal Planet 10 is defined by ineffectiveness, and the fan record is candid about how little is known about him beyond that.
His one substantial scene has him take to the intercom to warn his staff, and then warn Hardware, who ignores him completely. As summaries of a job go, that one is hard to improve on! He appears across at least six episodes: The Hardware Trap - Part II, Race Against Time, Match-Up, Switch, Sneak Attack - Part II and The Harder They Fall. Every one of them is a breakout or a prison-set story, so he functions as scenery for the recurring jailbreak rather than as an obstacle to it.
The bird-like face comes from Wikipedia’s description. The ThunderCats wiki does not describe him physically at all. The show never gives him a first name, and never explains why the prison is numbered ten.
