Everything Windhammer does routes through the Tuning Fork, and the show never says whether the power is his or the device’s, nor what he is.

He is the most loyal member of the Mob, following Mon*Star out of devotion rather than pay, and he is conspicuously absent from both mutiny plots while Melodia, Yes-Man and Poker-Face take their turns. That consistency is rarer in this series than it sounds. Wikipedia calls him an eco-terrorist, which is a characterisation rather than anything the series states.

He is also the only Mob figure Kenner produced without a weapon bird. The card reads “Windhammer with Tuning Fork,” which the fan record flags in its own trivia and the transformerland collector’s guide confirms independently. His pilot appearance is visual materials only, so Journey to Limbo is his first scene.
