Commander Stargazer is the man who put the squadron together, and the reason he had to is that he could not do the job himself any more.

The one who stays behind
Stargazer is already bionic when the series opens, and he has been chasing Mon*Star long enough that the chase is most of his biography. He arrested him once, a long time ago, and that arrest is the reason any of this is happening. The engine of the show runs off that one fact: the crime lord broke out, the lawman who put him away is too old and too rebuilt to go after him again, and so five volunteers get taken apart and sent in his place.
The series is unusually honest about what that means for him. In one episode the Mob steal a case of mechanical parts he cannot survive without, and in another a villain called Zero the Memory Thief erases what he knows. Both stories work because the commander really can be broken, and a 1986 cartoon does not usually let that be true of the authority figure. He is not the mentor who could still take everybody in a fight if he wanted to. He sends people because he cannot go.
Sly-Bird
Sly-Bird is his weapon bird, and the fact that he still has one at all says more about him than the rank does.
The figures
Super7 released Commander Stargazer in ULTIMATES! Wave 3 and it is now out of production. Kenner had him in Series 1 in 1987, packed with Sly-Bird like the rest of that line.
