He gets no name, one scene and one line, and he is in the encyclopedia because that scene is the only time the show puts the squadron through anything resembling an examination.
He tests them against a remote-controlled combat drone the day before they leave for Limbo. They beat it, and he tells Ghemakain and Rawlings that their SilverHawks have done them proud. That is the entire part.
The fan record lists him as a character rather than folding him into the episode, and we have carried him the same way, with the obvious caveat that an unnamed officer with a single line is about as thin as an entry gets.
