Our episode data has Mon*Star sending him to torch the SilverHawks. The Warner Bros. summary has Poker-Face staging fights at the Starship Casino and putting Smiley in the ring against Mumbo Jumbo. Wikipedia adds that he is an old enemy of Stargazer, which nothing else corroborates.
The appearance record favours the prizefighter reading. He turns up in exactly two episodes, Smiley and Match-Up, and both are framed around boxing. He is listed among the Mob on the fan character guide despite never taking a Mob mission, which looks like filing convenience rather than a fact about him.
