Both fan wikis reduce Monotone to the same eight words, that Monotone is Automata’s computer, which is the thinnest coverage any recurring named entity in this show receives.
What substance there is comes from the episode cast lists, and the pattern in them is consistent. Monotone is the Mob’s manufacturing capability whenever they need one. It fabricates the mass-produced Sky-Shadows in The Fighting Hawks, it is what Zero drains in Countdown to Zero, and Volt-ure shoots it out in The Bounty Chase so that Mo-Lec-U-Lar can wear its shape. It also appears in The Great Galaxy Race and Small World.
The show never establishes who built it or what governs it. For a machine that rules an entire planet, and that both sides keep coming back to use, that is a striking hole.
Voice. Wikipedia credits Maggie Wheeler. Both fan wikis carry a one-line stub with no infobox, so nothing corroborates it. A female voice for a machine called Monotone is unusual enough to be worth flagging rather than repeating.
