Brightlight is thinly attested and worth having anyway, because he is one of very few named recurring non-combatants the series bothers to keep.
The ThunderCats wiki puts him in the staff field of both the Bedlama and Bedlama City articles, and he is the first name in its cast list for The Renegade Hero. That is the episode where the Mob replace the Governor and turn Bedlama’s own military against the SilverHawks, so his rank is the lever the whole plot turns on.
Wikipedia files him instead as a member of the Federal Interplanetary Force, a different chain of command entirely, reporting to Earth rather than to Bedlama. Neither source has an article on him and neither cites a line of dialogue, and the show apparently never settles it, so we have printed the disagreement rather than choosing.
