Steelwill demonstrates it to the Copper Kidd just before Mon*Star gets off Penal Planet 10 again. The demonstration goes well. It is painfully effective on the Copper Kidd ears, which is the sort of joke the writers liked, and the Kidd takes it into the fight on the strength of that.
Against Mon*Star it does nothing at all. The Steamer has to finish the job. It is a rare case of the show equipping a hero with something and then letting it fail on screen.
