Quicksilver has it to hand when he finds the Combustion Crystal and tries to spray the fireball out. Mon*Star knows the crystal only needs a little time to build and interferes until the moment passes.
The better use comes next. Quicksilver empties it over the Mob limo and blinds the pilot for a few seconds. It does not stop them setting the crystal, but the show gets a good beat out of a fire extinguisher, which is not nothing.
