Poker-Face owns and runs it, and its address is the point of it: parked on a flat asteroid outside the Light Year Limit, which puts it outside anything the SilverHawks are allowed to do. It is a criminal enterprise that stays legal by geography.
In episode seven he is hiding a new weapon inside it. The team’s answer to the jurisdiction problem is the one the show keeps returning to, which is to move the boundary rather than break it.
