Sky-Runner is an animal, something like an octopus, until the Light-Star gets hold of it. The weapon controls the creature and wraps it in a metal shell with weapons on, which is how Mon*Star turns a pet into a gunship.
Pointed at people it causes pain, then immobility, then something the show is happy to call zombifying. Quicksilver goes under it during the development of Sky-Shadow. Steelheart and Steelwill are both frozen by it on another occasion.
